Covid-19 and corruption in Latin America

The Covid-19 pandemic put stress on the international and local systems in place to respond quickly, effectively, and transparently to the health and resulting economic crises. In countries across Latin America, the need for quick action placed added pressure on already weak democratic institutions, which increased the risk of corruption across the region.

This report outlines the pandemic's impact on corruption risks in Mexico, Brazil, and Argentina. The case studies highlight how the Covid-19 pandemic has increased the risk of weak institutions and corrupt actors’ actions in each of the three profiled countries; provide country-specific examples that have the potential for corruption due to Covid-19 conditions; recommendations to mitigate corruption risks; and how specifically transnational components of corruption can create a threat to democracy, particularly during the Covid-19 pandemic.
